The Department of Educational Leadership & Policy Studies (DELPS) in the College of Education at the University of Houston strives to be among the nation’s premier departments of graduate study for the development, management, and evaluation of K-20 educational organizations.  Faculty and staff prepare aspiring educational leaders who will develop innovative, efficient, and socially just educational policy solutions through collaborative research, praxis, and practice activities.  In addition, DELPS faculty and staff continuously maintain - and pursue - mutually beneficial school, district, college, university, legislative, and corporate partnerships to improve educational environments, organizations, and learning outcomes for all students. DELPS offers doctoral and master degree programs preparing university faculty, policy analysts, organizational managers, and educational administrators.

Academic Programs:

Master of Education (M.Ed.)

This degree program has the following areas of specialization:

The Master of Education (M.Ed.) in Administration and Supervision emphasizes study and exploration of how the traditional school management roles of budgeting, personnel selection and assignments, technology integration, facilities allocation, and program evaluation achieve the best interests of academic and organizational improvement.  This thirty (30) credit hour academic program provides opportunities for individual to development the proficient uses of communication strategies, relationship-building techniques, and change processes target leadership facilitation and engagement of stakeholders in this endeavor.  Through this specialized coursework, students also prepare for the Texas Examinations of Educator Standards (TExES) for principal certification.

The Master of Education (M.Ed.) in Higher Education prepares those who aspire to leadership positions in student affairs and student personnel services within a college or university.  This thirty-six (36) credit hour academic program provides theoretical foundations and practical experiences offered within a diverse setting which prepares students to become community college and university administrators in an increasingly complex and pluralistic society.  Grounded philosophically in beliefs that higher educational organizations are transformational institutions of social change, the program prepares aspiring scholars, analysts, and practitioners to generate and apply research aimed at expanding critical understandings of postsecondary education and its roles in society.

 


Doctorate of Education (Ed.D) in Professional Leadership

The Doctor of Education in Professional Leadership - Special Populations prepares graduates for Professional and Instructional Leadership positions in a variety of settings and provides them with the tools to meet the needs of students with disabilities (i.e., traditional special education), students with gifts & talents, English language learners, historically under-represented minorities, and, students who require greater levels of instructional support all students. This fifty-one (51) credit hour program provides intensive research and applied skills development for students who contend with any of these real-world concerns. Graduates are ready to assume positions as coaches, consultants, directors, and instructional leaders who grapple with the challenges faced by many students in the nation’s schools.

Doctorate in Philosophy (Ph.D.) in Higher Education Leadership & Policy Studies

Grounded in a belief that the transformational nature of higher education is an instrument for individual, institutional, and social change, the primary objectives of the  Doctor of Philosophy (Ph.D.) Program in Higher Education Leadership & Policy Studies program are to advance scholarship, analysis, and practice around issues of access, equity, affordability, student learning, degree completion, and excellence in higher education.  This sixty-six (66) credit hour academic program emphasizes learning opportunities facilitated by a group of researchers and scholar-practitioners who bring important and multidisciplinary sets of experiences to bear in the form of widely recognized research and critical service in substantive leadership roles (e.g., experiences as university chancellor, provost, or president).  Ultimately, these efforts aim to strengthen higher education research and practice at the local, state, national, and international levels.
